Mission Objective: Kisuke has ordered something from his friend, Rubel, a black marketeer around Falcon City but it turns out that their cargo has been missing from the harbor for two days now. Meet Rubel at the black market and see if what he's suspecting is true that smugglers has made something they'll regret for the rest of their lives. Retrieve the cargo for Kisuke as much as possible. Assets have told both Kisuke and Rubel that the suspects would be around the large canals of the city.

They may have low IQs but sewer rats still know how to fight.
Motivation: Getting loots or items smuggled from harbors and airships.
Fears: Getting arrested and apprehended by the authority.
